Fix update manager hangs when change log is not available

This is a port of kpengboy's patch to package helper standards. His patch has been reported to work by several users.

The problem is unique to both Toutatis and Trisquel as it is caused by a package helper change in a formatted string causing an exception when the string is used in two format expressions. This change removes those format expressions.

The hang itself is a perennial on the forum.
