Debian reference FSDG fixups

Andrew M. 'Leny' Lindley requested to merge leny2010/package-helpers:wip/debian-reference-jessie-toutatis-1 into toutatis

As per https://trisquel.info/en/issues/5950 and leny2010/package-helpers#9 (closed) Debian Reference has long been non-GNU FSDG. This patch fixes the known outstanding problems with it. I.e. referring to Debian's guaranteed non-FSDG repos plus a few recommendations of non-free software.

The helper is a backport from Jessie which is a better reuse of Debian's FSDG efforts. Any text discrepencies caused by this being lost in the sea of ones from the difference in distros.

Built and tested against Toutatis and Belenos. And because the Jessie upstream has been used should be right for the next Trisquel LTS too.
