Updated AAC and Monkey codecs patches

Updated the patches to remove dependencies. Added patch for monkey-related functions in files util.c and util.h. The file util.h doesn't get patched but there's no error shown, so it can be compiled and built perfectly without any monkey dependency. Already asked through developers mailing list to get advice on how to make the util.h diff directive work.
